In Bonita Canyon Sports Park, where the statue of the former president had only been up for a month, locals witnessed the leaning statue in the early morning.
It was reported that the thieves tied rope around the statue with the intention of driving away with it, but the pick-up truck and a second vehicle said to have been used did not work.
'This is a sad and pathetic example of vandalism,' said Newport Beach City Councilman Keith Curry. 'Whether by thieves or the intolerant criminal left, the matter will be investigated and we will prosecute to the full extent of the law.'
There had been much controversy surrounding the construction of the statue, as may protested against its creation and positioning within the park.
That didn't stop private donors from investing $50,000 (£31,000) in the statue.
The culprit is currently being targeted and hunted down by police.
